Minutes of the NOA Board of Directors Meeting
(January 13, 2003)Call to Order
The meeting was called to order at 7:08 p.m. by Peter King at Hackneys Restaurant in Lake Zurich. Board members present: Mike Babicz, Bob Brown, Vince Cannon, Paul Kaufmann, Peter King, Tom Kinkelaar, Rocky Nelson, Randy Steen, Don Swanson and Mark Thompson.
Approval of June 19, 2002 Minutes
Tom Kinkelaar made a motion to approve the June 19, 2002 minutes. Mike Babicz seconded the motion. The motion passed.Secretarys Report - Randy Steen
The basketball division was awarded a $64.00 grant from the IHSA to be used to purchase instructional materials.
The new NFOA insurance coverages were presented. Randy will put a summary of the new coverages in the next The Whistling Zebra to let members know about the changes.
Director and Officers (D & O) coverage was dropped as part of the new NFOA insurance coverage. Paul Kaufmann made a motion to allow Peter King to obtain D & O coverage for a cost up to $350 per year. Don Swanson seconded the motion. The motion passed.
The 2003 Officials Conference will be held on July 11th and 12th at the Par-a-dice Hotel in East Peoria.
Harry Bohn is asking all associations to donate $100 and to bring a door prize to the Friday night social at the 2003 Officials Conference in East Peoria. Paul Kaufmann made a motion to make a $100 donation and the bringing of a door prize to the Friday night social. Bob Brown seconded the motion. The motion passed.
Updated rosters have been distributed regularly at the sport meetings.
Peter King updated the NOA brochure in August to reflect the changes in officers.
The top 15 list has drawn more attention by members this year than ever before. Randy included the procedures on how the top 15 lists are created in the fall edition of The Whistling Zebra to clarify any misconceptions that exist.
Two recommendations were given to help improve the procedures of the top 15 list. One was to set deadlines to when the informational sheets would be available for members to fill out on the computer. The second was that informational sheets need to be made available at the sport meetings for members who choose not the use a computer.Treasurers Report - Tom Kinkelaar
Current balance: $7,544.52
A balance of about $6,000 will remain after all bills are paid to end this fiscal year.
The NOA has approximately 210 total members.Football Assignment Chairmans Report - Bob Brown
Almost every NOA crew made the playoffs this season.
About 100 crews were discussed at the assignors meeting.
In the North Suburban Conference out of 54 games, 52 crews did the varsity game and 52 other crews did the sophomore game.
There are only 10 underclass crews in the entire suburban area.
In most of the state, one crew does both games or the lower level game is played on a different night from the varsity.

Mark is lining up speakers for the 2003 meetings.
Wauconda High School is currently the scheduled place for the 2003 meetings. However, Mark is flexible on the location and will change the site if another adequate place can be found.
Mark suggested that an e-mail system be set up to quickly get a hold of members to make announcements.
The IHSA sent a letter to some football coaches indicating that they needed to complete their ratings of officials. Football members should look on the website since their ratings may have changed due to the coaches completing more ratings after the IHSA letter.Basketball Presidents Report - Rocky Nelson
The average attendance this year at the basketball meetings was about 29.
Several NOA members were used as speakers this year.
Rocky received several complaints about Wauconda High School being too far as the meeting place for the meetings. Rocky has asked Mike Babicz and Rudy Basovsky to look for a new location.
George Mudd, the basketball representative, may not stay in the NOA due to an injury. The board may need to think about filling this vacancy.Baseball Presidents Report Vince Cannon
This year the focus is going to be on getting members promoted - recognized and certified.
Ron Guy is the new baseball representative.

The 2003 spring banquet is Saturday, April 26th at Parkside by the Lake in Ingleside. The banquet is free to all members, lifetime members and special guests.
Randy will contact Jerry Ming about the specific details of the banquet (menu, drink tickets, cost, etc.).
It was discussed that the IHSA staff should be invited to the spring banquet. Randy will contact Dave Gannaway, Kurt Gibson, Anthony Holman and Beth Sauser and invite them to the spring banquet. Each IHSA staff member would be allowed, if they desire, to give brief after dinner comments.
It was discussed that a few of the local assignment chairman should be invited to the spring banquet. Randy will contact Harry Bohn, Ed Curtin, John Dacey, Jim Glueckert, Jerry Heidlauf, Octavio Herrera, Jay Lyons, Kurt Pingel and Steve Taylor and invite them to the spring banquet.
It was decided that Jim Meyers, Athletic Director of Johnsburg High School, would be the recipient of the Mike Rose Award. Randy should contact Jim and invite him to the spring banquet.Norm Gesk
